CASE Continuation - Case 2010-003: Conceptual - Newbury Elderly Housing Project

Mr. Vannatta read the Public Notice:

The Newbury Planning Board will hold a site visit on Tuesday, May 11, 2010, beginning at 5:00 PM, at the site of the following referenced case:  CASE: 2010-003: Site Plan Review- Clark M.  & Evelyn C. Davis Property – Lot 020-072-043.  Community Action Program, BelknapMerrimack Counties, Inc. agents.  This session is open to the public.  No action will be taken.  Any questions concerning this site visit may be addressed to the Newbury Planning Board at 763-4940, ext. 201.

Mr. Vannatta was given a list of proposed Variances and Waivers that may be required by the Housing Project.

Gary Spaulding, surveyor for the Housing Project, led the site visit/walk.  He started the site visit/walk at the intersection of Newbury Heights Road and Bell Cove Road.  Newbury Heights Road is a town paved road approximately 1850 feet in length and terminates in a gravel turn-around.  Mr. Spaulding pointed out many Newbury Heights Road off-site improvements that would need to be addressed including road width, road location, ditch and culvert replacement, drainage and the location of several well-heads serving homes located along Newbury Heights Road.  Mr. Spaulding estimated the off-site improvements could cost between  $250,000 and $300,000 and that these off-site improvement costs must be covered by sources other than HUD funds for the project.  These other sources included Block-Grants.

Mr. Spaulding stated that the current gravel turn-around at the end of Newbury Heights would be replaced with some kind of a paved cul-de-sac out of which would begin the proposed access road that will lead to the housing units.  This proposed site access road would be approximately 900 feet.  

The Davis property abuts the gravel turn-around and Mr. Spaulding next led the group out over the Davis property and along the proposed access road.  Mr. Spaulding pointed out four (4) areas that the proposed access road will need relief from regulation.  The access road will cross a wetland, a perennial stream and in two places, steep slope.

Mr. Spaulding led the group to the site of the proposed housing units, which is an old gravel pit.

When asked about septic, Mr. Spaulding stated there are plans for 6 septic areas, which is more cost effective than 1 central septic system and that the 6 septic areas will be located in such a manner that they can hopefully be gravity fed.

Mr. Williams asked about the location of well(s) for the housing units.  Mr. Spaulding stated that the plan is for 2 wells located back toward the cul-de-sac with underground tanks. The water would then be pumped to the units.

Mr. Spaulding stated that the total land disturbance for the access road and the housing units would be 8 acres.  The total site acreage is 28 acres.  (This does not include the off-site improvements required by Newbury Heights Road)

Mr. Spaulding pointed out an area of wetlands that might or might not be Newbury Harbor Brook.  Mr. Weiler stated the area in question was more wetlands than a defined brook.

Prior to the next Conceptual meeting, Mr. Vannatta asked Mr. McWilliams, Advisor to the Board, to meet with the Housing Project developers to discuss various options and concerns.

Throughout the site visit/walk, the Board members present asked the members representing the proposed Housing Project questions concerning the site and proposed Housing Project.  No action was taken.

Ms. Freeman made a motion to adjourn.  Mr. Williams seconded the motion.  All in favor.
